Son of Albert and Susan Emily (nee Griffiths) Meats, of Cheltenham; husband of Rose Tempest Meats, of Kelvin House, Camden Rd., London. Born Cheltenham, Gloucestershire. Meats served a four-year merchant seaman apprenticeship on the SS Rochdale from 24 April 1907 to 24 April 1911. After a further voyage on the SS Rochdale as Third Mate, he then served on the SS Hampton and SS Corfe Castle. On 8 November 1914, Meats served as a fourth mate on the SS Walmer Castle Union Castle during a mail run from Cape Town to the UK. He was discharged on 4 December and received a Board of Trade certificate, 006713 (South African issued), on 29 December. He joined the Royal Naval Reserve as a Temporary Sub Lieutenant on 18 February 1915. On 20 February, he was dispatched to RV053 Devonport and appointed to RV02. He served on the yacht Sabrina between 15 March and 31 July 1915. On 1 August 1915, he was appointed to HMS Dolphin for submarine training, and on 8 December, he was transferred to HMS Titania, a submarine depot ship.
